Just want you to know that this was the best written article about restoration and the "Breach" between OPM rules and governing law to which the MSPB and the Federal Appellant Court has failed to define.

It will be an interesting year coming, given the U.S.P.S.'s position on the NRP, which in itself violates just about every rule , regulation or Law created to protect a injured or disabled worker's. How the Administrative Courts will handle this one still remains to be seen, but I will get plenty of popcorn ready to watch the game.
